When H D Deve Gowda was prime minister a parliamentary delegation visited China, of which Pramod Mahajan was also a member. He narrated that the Chinese asked him what was meant by democracy in India. In his own words, Pramod Mahajan said,

  1. I represent the largest single party in Parliament BJP but I am not government.
  2. Pointing to the Congress representative he said, “He is the representative of the second largest party and he is not a government (He is Outside the Government But Supporting it) .
  3. Pointing to the Third Front representative he said, “He is the representative of the Third largest party and he is not a government (He is Inside the Front But Outside The Government) .
  4. Then pointing to the sole Member of Parliament representing the Maharashtrawadi Gomantak Party of Goa Mahajan said, He is the only member of his party in Parliament and he is the government.
